Federal brokers who went to Robb Elementary College in Uvalde, Texas, on Tuesday to confront a gunman who killed 19 children have been instructed by local police to attend and not enter the college — after which decided after about half an hour to ignore that preliminary guidance and discover the shooter, say two senior federal law enforcement officials.
