Federal agents who went to Robb Elementary College in Uvalde, Texas, on Tuesday to confront a gunman who killed 19 kids had been told by local police to attend and not enter the college — after which determined after about half an hour to disregard that initial guidance and discover the shooter, say two senior federal legislation enforcement officers.
